Welcome to the Needs Assessment Report page!

The Network has prepared the Needs Assessment Report for service providers, to strengthen our understanding of youth at high risk and what services are most necessary to help them reach positive goals. In the process of developing the report, the researcher reviewed existing research and held focus groups and key interviews with youth, parents, service providers, and law enforcement staff.

The Needs Assessment Report includes the following information
  • Basic youth demographics
  • Unique challenges of youth at high risk
  • Effective strategies to reach youth at high-risk
  • Assessment of gaps in existing services
  • Recommendations for strengthening the network


  • We hope that by sharing this information, providers will strengthen effective partnerships to respond to gaps in services, so that youth at high risk will have access to everything they need to achieve positive goals.

    We also hope that this Report will serve as a touchstone to build on a conversation engaging all in the City of Boston who care about youth at high-risk. We hope we can agree together to clarify the most important goals and minimum service standards for programs that support them effectively.

    We wish our public service providers, secular service providers, and faith-based providers much success in working together to strengthen the network of services for youth at high risk!

    Youth at high risk are between the ages of twelve (12) and twenty-one (21) and are court involved,
    truant, gang-involved, a chronic substance abuser, homeless, pregnant or a parent.
